A politician of the Meiji period. Childhood names were Torao and Kunji, and pen names were Katsudo and Hoshu. He was born in what is now Tsuboi-cho, Kumamoto City, as the second son of Higo (Kumamoto) samurai Sasa Rikusuke and Aya. While studying at the domain school Jishukan, he was trained by his uncle Sasa (Takahara) Junjiro, a member of the Higo Imperial Loyalist Party. In 1875 (Meiji 8), he traveled to Mito to study, and stayed at the home of Yamada Nobumichi. In 1887, during the Seinan War, he joined the Satsuma army as the first platoon commander of the Kumamoto unit and raised an army, but was injured and imprisoned. In 1889, he founded the Doshin Gakusha school in Kumamoto with his comrades, a school aimed at training personnel who would be useful to the nation. In 1890, he established the private junior high school Seiseiko, which expanded the Doshin Gakusha school. During this time, in 1891, he formed the Shimei-kai in Kumamoto with volunteers, whose main philosophies were loyalty to the emperor and the expansion of national power. Furthermore, in preparation for the opening of the Imperial Diet in 1947, he reorganized and established the Kumamoto National Power Party, and in 1948 became Deputy Prime Minister. In 1947, during the movement against the Okuma Shigenobu Treaty, he was a plenipotentiary of the National Power Party, and together with Toyama Mitsuru and others, he carried out his own activities by submitting a written opinion. When the Imperial Diet opened in 1948, he was elected as a member of the House of Representatives from the 1st district of Kumamoto Prefecture, and was elected continuously until his death. During this time, he was active both inside and outside the Diet as a central figure in the National Association, Imperial Party, National Alliance Association, Anti-Russian Comrades Association, and Daido Club. In particular, during the 5th and 6th Imperial Diets, he organized the Great Japan Association, and played an important role in launching a hard-line foreign policy movement. On the one hand, he was seen as a strategist, but on the other hand, he had contact with people such as Yuan Shikai, Li Hongzhang, Chang Zhidong, and Daewongun, and was known as an expert on the continent. 明治時代の政治家。幼名寅雄,坤次。号克堂,鵬洲。肥後(熊本)藩士佐々陸助・綾の次男として現在の熊本市内坪井町に生まれる。藩校時習館に学ぶかたわら肥後勤王党の叔父佐々(高原)淳次郎の訓育を受ける。明治8(1875)年水戸遊学。山田信道宅に寄食する。10年の西南戦争では熊本隊1番小隊長として薩軍にくみして挙兵,負傷,投獄後,12年国家有用の人材養成を目的とした学校,同心学舎を同志と共に熊本に創立。15年同心学舎を発展させた私立中学済々黌を設立。この間,14年には熊本において勤王・国権拡張を一大主義とする紫溟会を有志と共に結成。さらに22年帝国議会開設に備え組織を改め熊本国権党を設立し,23年副総理に就任。22年の大隈重信条約案反対運動に際しては国権党の全権委員として,頭山満らとの意見書による独自の活動を展開。23年帝国議会開会とともに熊本県第1区選出衆院議員となり,没年まで連続当選。この間,国民協会,帝国党,国民同盟会,対露同志会,大同倶楽部などの中心として院内外において活躍。特に,第5,6帝国議会においては大日本協会を組織し,対外硬運動をおこし重要な役割を果たした。彼は策士とみられる一面を持ったが,一方では,袁世凱,李鴻章,張之洞,大院君などの人物との接触を持ち,大陸通として知られた。また,東亜同文会とも関係が深かった。<著作>『戦袍日記』<参考文献>佐々克堂先生遺稿刊行会編『克堂佐々先生遺稿』
