Born in 1860. He joined Kuga Katsunan's Nihon Shimbunsha newspaper company and became known for serializing his travelogues of the slums of Tokyo and Osaka. He later moved to Kyoto, where he founded Kyokasha and Kyoto Tsushinsha, and served as a city council member. He passed away on December 31, 1922, at the age of 60. He was born in Sendai, Mutsu, and graduated from Tokyo Law School (now Chuo University). His pen names were Taiga and Issun-boshi.
