An office system in the Edo Shogunate. Established in 1632 (Kan'ei 9). Together with the Bugyo (Magist of Construction) and Kobushin (Magist of Small Construction), they were known as the Shimo San Bugyo. There were 2-3 members (ruler of the council, 2000 koku of official income, Shodaibu (Minister of the Bureau of Hibiscus), and Fuyou no Mazume (Fuyou no Mazume). One of them was the religious inspector, and the other also held the position of Gun inspector for a time. There were many positions under them, such as the Tatami Magistrate, the Chief Carpenter, and the Sakuji Shita Bugyo. At first, all civil engineering and architecture of the Shogunate was under their jurisdiction. However, after the establishment of the Bugyo and Kobushin Magistrate, the duties were divided among the three, and their duties were limited solely to the construction of the palace. Later, in 1862 (Bunkyu 2), after the abolition of both the Public Works Magistrate and the Small Construction Magistrate, both the Public Works Magistrate and the Small Construction Magistrate became subordinates to him, and after the name of the Yashiki Kai position was abolished in 1867 (Keio 3), he also took on that position.
