The highest administrative judicial and advisory body in France. It is also translated as the Council of State or the Council of Councillors. It was founded by Napoleon in 1799 with the purpose of drafting bills and administrative regulations and resolving administrative disputes. Even today, it is an advisory body to the government on the drafting of bills and enforcement orders and on administrative matters in general, and at the same time, as a higher administrative court, it fulfills its unique role of ensuring "administration by law." It is made up of five departments: four administrative and legislative departments (interior, finance, public works, and social affairs) and a litigation department. The Minister of Justice serves as the president of the Council on behalf of the Prime Minister, but his involvement is merely formal, and the Vice President is the de facto head.
