National Consumer Affairs Center of Japan

An independent administrative institution that conducts research and studies and provides information to contribute to the stability and improvement of people's lives. It was established on October 1, 2003 (Heisei 15) based on the Independent Administrative Institution National Consumer Affairs Center of Japan Act (2002 Act No. 123).

Its predecessor was the National Consumer Affairs Center of Japan, a special corporation established in 1970 based on the National Consumer Affairs Center Act. The Consumer Basic Act, enacted following the amendment of the Consumer Protection Basic Act in 2004, stipulates that the role of the National Consumer Affairs Center will be to provide and collect information on consumer life and to resolve disputes between businesses and consumers through mutual agreement. The Consumer Safety Act, which came into force in 2009, also stipulates that the center will play a certain role in assisting prefectures and municipalities with consumer life consultations and other administrative tasks, as well as collecting information on consumer accidents.

Through the National Consumer Life Information Network System (PIO-NET), which links the Center with consumer life centers across the country, the Center collects, utilizes, and provides information on consumer life. It also provides consumer life consultation, consumer education, and product testing related to product safety and quality, and publishes the results. In addition, it offers courses to train experts who will be in charge of consumer issues in consumer groups, government agencies, and companies, and has implemented a system for certifying consumer life consultants. In addition, the Center has established a Dispute Resolution Committee to resolve consumer disputes, which mediates and arbitrates settlements. It has a network of consumer life centers in each prefecture, government-designated city, and some municipalities, and responds to the requests of local residents. It publishes journals such as "National Life" and "Tashikana Me" (monthly), "National Life Research" (quarterly), "Kurashi no Mamichiseki" and "Consumer Life Annual Report" (annual), and provides information on consumer life through e-mail newsletters.

The organization has offices in Sagamihara City (Kanagawa Prefecture) and Takanawa, Minato Ward (Tokyo), and also has an information center in Takanawa that collects books and materials related to consumer issues, which are available for viewing and lending.

国民生活の安定と向上に寄与するための調査・研究、情報の提供を行う独立行政法人。2003年（平成15）10月1日に、独立行政法人国民生活センター法（平成14年法律123号）に基づいて設立された。

　前身は1970年（昭和45）国民生活センター法に基づき発足した特殊法人「国民生活センター」。2004年の消費者保護基本法の改正に伴い制定された消費者基本法では、国民生活センターの役割として、消費生活に関する情報提供収集や、事業者と消費者との間に生じた紛争の合意による解決などが明記された。2009年に施行された消費者安全法においても、同センターが、都道府県や市町村が行う消費生活相談等の事務の援助や、消費者事故等に関する情報の集約等に関して一定の役割を担うこととされている。

　同センターと全国の消費者生活センターとを結ぶ全国消費生活情報ネットワークシステム（PIO-NET(パイオネット)）等を通じて、消費者生活に関する情報の収集とその活用・提供を行うとともに、消費生活相談、消費者啓発、商品の安全性や品質にかかわる商品テストなどを実施し、その結果を公表している。このほか、消費者団体、行政、企業などで消費者問題を担当する専門家養成のための講座の開講や、消費生活専門相談員資格認定制度を実施している。また消費者紛争を解決するために、同センターに紛争解決委員会が設置され、和解の仲介と仲裁を行っている。各都道府県、政令指定都市および一部市区町村の消費生活センターをネットワークとしてもち、地域住民の要望に応じている。機関誌として『国民生活』『たしかな目』（月刊）、『国民生活研究』（季刊）、『くらしの豆知識』『消費生活年報』（年刊）などを刊行し、メールマガジンを通じて、消費生活に関する情報を提供している。

　相模原(さがみはら)市（神奈川）、港区高輪(たかなわ)（東京）に事務所があるほか、高輪には消費者問題に関する図書、資料を収集した情報資料館があり、閲覧、貸出をしている。
