Established in December 1896, this was Japan's first educational advisory body to the Minister of Education. It was established at the suggestion of the Imperial Diet in order to hear the opinions of the education sector on the drafting of educational policies and systems. The committee was mainly made up of presidents of Imperial Universities, presidents of directly-controlled universities, and education administrators, with only private citizens such as Izawa Shuji and Yumoto Takehiko participating. It responded to 70 consultation matters and submitted 16 recommendations on issues such as the higher education system, including the Senmon Gakko Act and the Higher Middle School Act, and the establishment of a secondary education system, such as the establishment of practical courses at girls' high schools. It was abolished in June 1913, and the Education Research Council was established in its place.
