Council on Higher Education

Japanese: 高等教育会議 - こうとうきょういくかいぎ

Established in December 1896, this was Japan's first educational advisory body to the Minister of Education. It was established at the suggestion of the Imperial Diet in order to hear the opinions of the education sector on the drafting of educational policies and systems. The committee was mainly made up of presidents of Imperial Universities, presidents of directly-controlled universities, and education administrators, with only private citizens such as Izawa Shuji and Yumoto Takehiko participating. It responded to 70 consultation matters and submitted 16 recommendations on issues such as the higher education system, including the Senmon Gakko Act and the Higher Middle School Act, and the establishment of a secondary education system, such as the establishment of practical courses at girls' high schools. It was abolished in June 1913, and the Education Research Council was established in its place.

1896年 12月に設置された日本最初の文部大臣の教育諮問機関。教育政策，制度の立案について広く教育界の世論を聞くため帝国議会の建議を入れて設置された。帝国大学総長，直轄諸学長，教育行政官らが委員の中心で民間からは伊沢修二，湯本武比古らが加わったにすぎない。専門学校令，高等中学校令などの高等教育制度をはじめ，高等女学校の実科の設置などの中等教育制度の整備などに関し，70件に及ぶ諮問事項への答申，16事項にわたる建議を提出した。 1913年6月廃止され，代って教育調査会が設けられた。
