In the Edo period, this was a ledger in which feudal lords such as daimyo and hatamoto listed the names of villages and their land area within their territories. It was generally created as a ledger to confirm the need for the lord to collect annual taxes and to confirm the territory of his control, but it was also created as a basic document to receive a new red seal certificate of land area from the shogunate when a new shogun was appointed, and submitted to the shogunate. The cover reads "Registry of a certain province and county (Registry of a certain county and village)" and lists the names of each village, its land area, and the total for each county within the territory.
