It is one of the corporate pension systems. It was established by the amendment of the Employees' Pension Insurance Law in 1965 and came into force the following year in 1966. The fund is a special corporation authorized by the law and is given special powers under public law. It was originally called an adjustment pension because it was established with the expectation that it would adjust retirement benefits and corporate pensions. The fund pays a portion of the salary-proportional portion of the old-age employees' pension (excluding the portion revalued due to wage and price indexation) on behalf of the government, and also pays its own top-up. Companies that establish the fund are exempt from paying the employee pension insurance premiums for the proxy portion, and pay the premiums necessary for the proxy portion and the top-up to the fund. However, since the mid-1990s, with the economic and financial situation worsening due to the collapse of the bubble economy, many funds have found themselves in a difficult position to manage their finances, and have given up their proxy role or been dissolved. 企業年金制度の一つ。1965年(昭和40)の厚生年金保険法の改正で創設され、翌1966年に施行された。基金は、同法により設立を認められた特別法人であり、公法上の特別の権能が与えられている。退職金・企業年金との調整機能が期待されて創設されたことから、当初は調整年金とも称された。基金は、老齢厚生年金の報酬比例部分の一部(賃金スライド・物価スライドによる再評価部分を除く部分)を国に代行して年金を給付(代行給付)するとともに、企業独自の上乗せ給付を行う。基金設立企業は、代行相当分の厚生年金保険料の納付を免除され、代行相当分と上乗せ給付に必要な掛金を基金に納付する。しかし、1990年代なかば以降バブルの崩壊など経済・金融情勢が悪化するなかで財政運営に行き詰まり、代行を返上する、もしくは解散する基金が続出した。そのため、そのリスクを厚生年金本体の財政から遮断する措置が求められ、2013年(平成25)に制定された公的年金健全性・信頼性確保法(正式の法律名は「公的年金制度の健全性及び信頼性の確保のための厚生年金保険法等の一部を改正する法律」2013年法律第63号)により、早期の解散を促す特例解散や他の企業年金への移行が進められることになった。 [山崎泰彦 2016年9月16日] [参照項目] | | | |出典 小学館 日本大百科全書(ニッポニカ)日本大百科全書(ニッポニカ)について 情報 | 凡例 |
