Political reforms took place in Korea from 1894 (the year of Gabo) to the following year. Japan, which had sent troops in the wake of the Gabo Peasant Rebellion, used the pretext for starting a war with China to insist on domestic reforms in Korea, and on July 23, it occupied the royal palace, installed Daewongun, and established an enlightened government with Kim Hong-jip as its head. The new government established the Military and National Affairs Office as a conference body, and issued a series of reform decrees for modernization. The reforms were wide-ranging, including the separation of court affairs from state affairs through reforms to the government system, the abolition of the civil service examination system, the conversion of taxes to cash, currency reform, the elimination of class discrimination, and the abolition of the bribe-giving system and torture.
