A police management body established to ensure the management and operation of the police based on democratic ideals. It is a type of administrative commission. There are the National Public Safety Commission, which is placed under the jurisdiction of the Prime Minister to manage the National Police Agency, and the Prefectural Public Safety Commission, which is placed under the jurisdiction of the Prefectural Governor to manage the Prefectural Police (in Hokkaido, there are further Regional Public Safety Commissions that manage each of the four Regional Headquarters). The National Public Safety Commission is composed of a chairman appointed by a Minister of State and five members appointed by the Prime Minister with the consent of both Houses of the Diet, while the Prefectural Public Safety Commission is composed of members appointed by the Prefectural Governor with the consent of the Prefectural Assembly (five members for prefectures that include prefectures, provinces, prefectures, and cities designated by government ordinance, and three members for other prefectures). All members are required to have no previous experience as professional public servants performing police or prosecutorial duties within the five years prior to their appointment. 民主的理念を基調とする警察の管理と運営を保障するために設けられた警察管理機関。行政委員会の1種。警察庁の管理のために内閣総理大臣の所管のもとにおかれる国家公安委員会と,都道府県警察の管理のために都道府県知事の所轄のもとにおかれる都道府県公安委員会 (北海道ではさらに4つの方面本部ごとにこれを管理する方面公安委員会) とがある。国家公安委員会は,国務大臣をもってあてられる委員長と内閣総理大臣が両議院の同意を得て任命する5人の委員をもって構成され,都道府県公安委員会は,都道府県知事が議会の同意を得て任命する委員 (都,道,府,政令指定都市を包括する県は5人,それ以外の県は3人) をもって構成され,委員はいずれも任命前5年間に警察または検察の職務を行う職業的公務員の前歴のないことが要件とされている。
