Died November 15, 1985. A diplomat and politician in New York, China and Taiwan. He studied at St. John's University in Shanghai and Columbia University in the United States. After returning to Japan in 1912, he served as English secretary to the President and secretary-counsellor to the Ministry of Foreign Affairs. He was envoy to Mexico in 1915, and envoy to the United States from 1915 to 1920. He was appointed plenipotentiary to the Paris Peace Conference in 1919, but refused to sign the peace treaty due to growing domestic public opinion against it (the May Fourth Movement). He was envoy to the United Kingdom in 1920, plenipotentiary to the Washington Conference from 1921 to 1922, Foreign Minister from 1922 to 1923, Foreign Minister and Acting Prime Minister from 1924, Financial Minister from 1926, Prime Minister and Foreign Minister from 1926 to 1927, Minister of Foreign Affairs in 1931, member of the foreign affairs committee of the Kuomintang Central Political Conference in 1932, Ambassador to France from 1935 to 1941, and Ambassador to the United Kingdom in 1941. At the League of Nations General Assembly in 1937, he condemned Japan's military actions as clear acts of aggression. He worked to gain international support for China. He represented China at the San Francisco Conference in 1945, was ambassador to the United States in 1946, was a judge at the International Court of Justice from 1957 to 1967, and served as a secretary for the Presidential Office. He retired in 1967 and moved to New York. His books include The Status of Foreigners in China (1912).

中国,台湾の外交官,政治家。上海のセントジョーンズ大学,アメリカのコロンビア大学に学んだ。 1912年帰国後,大総統英文秘書,外交部秘書参事。 15年メキシコ駐在公使,15~20年アメリカ駐在公使。 19年パリ平和会議全権代表となるも,国内の講和反対の世論の高まり (五・四運動 ) を受けて調印を拒否。 20年イギリス駐在公使,21~22年ワシントン会議全権代表,22~23年外交総長,24年外交総長兼国務総理代行,26年財政総長,26~27年国務総理兼外交総長,31年外交部長,32年国民党中央政治会議外交委員,35~41年フランス駐在大使,41年イギリス駐在大使を歴任。 37年の国際連盟総会では,日本の軍事行動を明白な侵略行為であると非難。国際世論の中国支持獲得に努めた。 45年サンフランシスコ会議中国代表,46年アメリカ駐在大使,57~67年国際司法裁判所判事,総統府資政。 67年引退してニューヨークに移住。著書に『中国における外国人の地位』 (1912) などがある。
