Three principles of nuclear energy

In March 1954, Diet members led by Yasuhiro Nakasone lobbied the Liberal, Reform, and Japan Liberal Parties, and the three parties suddenly submitted and passed a nuclear reactor budget. In response, on April 23, the Science Council of Japan criticized the government's attitude toward the nuclear issue, rejected nuclear weapons research, and declared three principles: 1. democratic management of research, 2. independent management by the Japanese people, and 3. complete disclosure of all information. These principles were passed at the 18th general meeting in October of the same year. In 1952, there was a major debate within the Science Council of Japan about whether or not to lobby the government regarding the peaceful use of atomic energy and the construction of nuclear reactors, and the council had set up an internal committee to examine the matter. These three nuclear principles were hastily compiled by physicist Koji Fushimi after the nuclear reactor budget was passed. They were included in Article 2, Chapter 1 of the Atomic Energy Basic Law, and became the basic policy for atomic energy development in Japan, and have been considered a major feature not seen in the atomic energy laws of other countries.

1954年３月，中曽根康弘を中心とする国会議員が，自由・改進・日本自由の３党に働きかけ，３党が突如原子炉予算を提出・可決した。これに対し，４月23日日本学術会議は原子力問題に対する政府の態度を非難，核兵器研究の拒否と，1.研究の民主的な運営，2.日本国民の自主的運営，3.一切の情報の完全公開の三原則を声明し，同年10月の第18回総会で可決した。日本学術会議では，52年に原子力の平和利用と原子炉建設について政府に働きかけるべきか否か，大きな論争があり，内部に検討のための委員会を設置していたからである。この原子力三原則は物理学者伏見康治が，原子炉予算の可決を受けて，急遽とりまとめたものである。これが，原子力基本法第１章第２条に盛り込まれ，日本の原子力開発の基本方針となり，諸外国の原子力法には見られない大きな特徴とされてきた。
