Heinrich's Law is well known for pointing out that in 330 industrial accidents, 1 is serious, 29 are minor, and 300 are accidents that result in no injury (where an injury is narrowly avoided). In order to prevent accidents, it is important to identify and eliminate risk factors through analysis of the causes of accidents that have occurred and accidents that could occur (near misses), and to predict the occurrence of accidents in advance. This must be done whenever a new work system or new technology is introduced.
