Labor evaluation struggle - Kinpyo Toso

From 1957 to 1958, when the Board of Education system changed from an elected system to an appointment system, performance evaluations of teachers were forced through, and teachers' unions waged a fierce nationwide protest against this, as it was seen as an attempt to destroy the unity of teachers and to exert power control over education. Article 40 of the Local Public Service Law, enacted in 1950, stipulates that appointing authorities must periodically evaluate the work of employees and take measures according to the results. However, because teachers' work was unique and its nature was not suitable for performance evaluations, and because there was no objective evaluation standard or scientific research or preparation, performance evaluations were not carried out.

1957年から58年にかけて，公選制から任命制に変わった教育委員会制度のもとで，教員にたいする勤務評定が強行されたのに対して，それが教職員の団結を破壊し，教育の権力統制を意図するものとして教職員組合を中心に全国的に激しく展開された反対闘争。1950年に制定された地方公務員法40条は，任命権者が職員の執務について定期的に評定を行い，その結果に応じた措置を講ずることを規定したが，教員については，勤務内容が特殊であり，その性質が勤務評定になじまないとされ，また評定の客観的基準の作成，科学的な研究や準備がなかったので，勤務評定は実施されていなかった。
