Kinki Expressway - Kinki Expressway

An expressway that connects the Chubu and Kinki regions. Managed by West Nippon Expressway Company. There are five routes: (1) the Nagoya-Osaka Line, which starts in Nagoya City, passes through Yokkaichi City, Mie Prefecture, Tenri City, Nara Prefecture, and Osaka City, before connecting with the Meishin Expressway and the Chugoku Expressway at Suita City, Osaka Prefecture; (2) the Ise Line, which branches off from the Nagoya-Osaka Line at Kameyama City, Mie Prefecture, and reaches Ise City, Mie Prefecture; (3) the Kisei Line, which branches off from the Nagoya-Osaka Line at Matsubara City, Osaka Prefecture, heads south along the Kii Peninsula, and connects with the Ise Line at Taki Town, Mie Prefecture; (4) the Tsuruga Line, which overlaps with the Chugoku Expressway from Suita City to Miki City, Hyogo Prefecture, heads north from Yoshikawa Junction in Miki City, Kyoto Prefecture, and reaches Tsuruga City, Fukui Prefecture, passing through Maizuru City, Kyoto Prefecture; and (5) the Nagoya-Kobe Line (Shin-Meishin Expressway), which runs from Nagoya City through Mie and Shiga Prefectures to Kobe City. The total length is 978 km, and the planned number of lanes is two lanes between Ise-Nishi Interchange and Ise Interchange on the Ise Line, and four to six lanes (some sections are temporarily two lanes) in other sections. This road shortens the travel time between major hubs in the Chubu and Kinki regions. Furthermore, it is part of the Nagoya Second Circular Route in Nagoya City and the Osaka Central Circular Route in Osaka, and it also plays a role in promoting the reorganization of urban structure by easing traffic congestion in large cities and inducing the location of various functions concentrated in the city center to the periphery.

As of December 2011, 86 km of the Nagoya-Osaka Line was open between Nagoya and Kameyama (Higashi-Meihan Expressway), 27 km between Tenri and Matsubara (Nishi-Meihan Expressway), and 28 km between Matsubara and Suita (Kinki Expressway). Kameyama and Tenri are connected by the Meihan National Highway, a motorway only. The entire 69 km of the Ise Line (Ise Expressway) between Kameyama and Ise is open. Additionally, 83 km of the Kisei Line was open between Matsubara and Aridagawa-cho, Wakayama Prefecture (Hanwa Expressway), 27 km between Gobo and Tanabe, Wakayama Prefecture (Hanwa Expressway), and 24 km between Taki-cho and Taiki-cho, Mie Prefecture. The section between Aridagawa-cho and Gobo-shi is connected by the Yuasa-Gobo Road (National Route 42), an expressway, but the section between Tanabe-shi and Taiki-cho has not yet been opened. The Tsuruga Line (Maizuru-Wakasa Expressway) is 112 km long between Miki-shi and Obama-shi, Fukui Prefecture, while the Nagoya-Kobe Line (Shin-Meishin Expressway) is open for 19 km between Tobishima-mura, Aichi Prefecture and Yokkaichi-shi, which is part of the Isewan Expressway, and for 41 km between Kameyama-shi and Otsu-shi, Shiga Prefecture. The sections between Tanabe-shi and Susami-cho, Wakayama Prefecture, and between Owase-shi and Kihoku-cho, Mie Prefecture, are being constructed under the new direct management method, with the Minister of Land, Infrastructure, Transport and Tourism taking the lead in developing the sections.

中部地方と近畿地方の各地域を相互に連絡する高速道路。管理は西日本高速道路。(1)起点の名古屋市から、三重県四日市(よっかいち)市、奈良県天理(てんり)市、大阪市を経て、大阪府吹田(すいた)市で名神高速道路と中国縦貫自動車道に接続する名古屋大阪線、(2)三重県亀山市で名古屋大阪線と分岐して、三重県伊勢(いせ)市に至る伊勢線、(3)大阪府松原市で名古屋大阪線と分岐し、南下して紀伊半島沿線を通過し、三重県多気(たき)町で伊勢線に接続する紀勢(きせい)線、(4)吹田市から兵庫県三木(みき)市までは中国縦貫自動車道を重複して利用し、三木市の吉川ジャンクションから北上して、京都府舞鶴(まいづる)市を経て福井県敦賀(つるが)市に至る敦賀線、(5)名古屋市から三重・滋賀県を経て神戸市に至る名古屋神戸線（新名神高速道路）の5路線がある。総延長978キロメートル、計画車線数は、伊勢線の伊勢西インターチェンジ―伊勢インターチェンジ間が2車線、その他区間が4～6車線（一部暫定2車線）となっている。この道路は、中部地方、近畿地方の主要拠点間の時間距離を短縮している。さらに、名古屋市では名古屋第二環状線の一部となり、大阪では大阪中央環状線の一部となっており、大都市交通の混雑を緩和し、都心部に集中している諸機能の周辺部への立地を誘導するなど、都市構造の再編成を促進する役割ももっている。

　2011年（平成23）12月時点で、名古屋大阪線のうち、名古屋市―亀山市間（東名阪(ひがしめいはん)自動車道）86キロメートル、天理市―松原市間（西名阪(にしめいはん)自動車道）27キロメートル、松原市―吹田市間（近畿自動車道）28キロメートルが開通している。なお、亀山市―天理市間は、自動車専用道路の名阪国道によりつながっている。伊勢線（伊勢自動車道）は亀山市―伊勢市間69キロメートルが全線開通している。また紀勢線のうち、松原市―和歌山県有田川町間（阪和(はんわ)自動車道）83キロメートル、和歌山県御坊(ごぼう)市―同田辺(たなべ)市間（阪和自動車道）27キロメートル、三重県多気町―同大紀(たいき)町間は、24キロメートルが開通している。なお、有田川町―御坊市間は、自動車専用道路の湯浅(ゆあさ)御坊道路（国道42号）によりつながっており、田辺市―大紀町間は未開通となっている。敦賀線（舞鶴若狭(わかさ)自動車道）は三木市―福井県小浜市間112キロメートル、名古屋神戸線（新名神高速道路）は伊勢湾岸自動車道区間である愛知県飛島(とびしま)村―四日市市間19キロメートルおよび亀山市―滋賀県大津(おおつ)市間41キロメートルが開通している。和歌山県田辺市―同すさみ町間、三重県尾鷲(おわせ)市―同紀北(きほく)町間については、国土交通大臣が整備主体となる新直轄方式で建設されている。
