A military commander in the late Heian period. He was the son of Kiyohara Takesada, who held sway in Oshu, and the grandson of Takenori. His mother was the wife of Fujiwara Tsunekiyo, who was killed in the Battle of Zenkunen, and the daughter of Abe no Yoritoki, who remarried his father Takesada. He had two half-brothers, Sanehira and Kiyohira (Fujiwara). At the invitation of the clan elder Yoshihiko Hidetake, who had started a rebellion at the wedding of Sanehira's adopted son Narihira, he fought against Sanehira together with Kiyohira. After Masahira's sudden death, he fought over the six Oku counties (Isawa, Esashi, Waga, Hienuki, Shiwa, and Iwate) and came into conflict with Kiyohira and his supporter, Mutsu no Kami Minamoto no Yoshiie, which led to the Gosannen War. At his base in Numa no Ki in Uwa Province, he took advantage of the wind and snow to defeat Yoshiie. He then moved to Kanazawa no Ki with his uncle Takehira, who came to support him, and fought well against Yoshiie and his supporters, Yoshimitsu, and Kiyohira's army, but Kanazawa no Ki Castle fell on November 14, 1087 (Kanji 1) due to Hidetake's strategy of attacking with military provisions. He killed his beloved horse Hana Koji and was fleeing when he was killed by Agata no Kojiro Tsugitou.
