Crimes that violate administrative regulations. A concept in contrast to natural crimes (criminal crimes). Criminal crimes are acts that violate moral duties that should not be committed in social life, even without legal provisions, and should be punished for actually infringing on legal interests, and are themselves antisocial and immoral. In contrast, administrative crimes are acts that violate orders and prohibitions made for administrative purposes, and are considered to be antisocial because they violate administrative purposes. Punishment for administrative crimes is administrative punishment, and punishment for natural crimes is criminal punishment. Criminal crime provisions are based on the premise that killing is not permitted, such as "those who kill others shall be punished with...", while in the case of administrative crimes, provisions prohibiting certain acts are preceded, and provisions punishing those who violate these are placed, reflecting the difference between administrative crimes and criminal crimes mentioned above.

行政法規に違反する犯罪。自然犯(刑事犯)に対する観念。刑事犯は、法の規定を待つまでもなく社会生活上当然に犯すべからざる道徳的本分に違反し、法益に現実に侵害を加えるために処罰されるべき行為で、それ自体反社会性・反道義性を有するものであるのに反し、行政犯は、行政上の目的のためにする命令禁止に違反し、行政目的に違反するがゆえに反社会性をもつとされる行為である。行政犯に対する刑罰が行政刑罰であり、自然犯に対する刑罰が刑事罰である。刑事犯の規定は、「人を殺したる者は……の刑に処す」というように、人を殺すことは許されないことを前提として処罰規定を置いているのに対し、行政犯の場合には、一定の行為を命令禁止する規定が先行し、これに違反した者を処罰するという規定が置かれるのは、前記の行政犯と刑事犯の違いを反映している。
