She was probably the daughter or sister of Kibi no Makibi. Emperor Shoutoku trusted her deeply, and in 770, when the emperor was critically ill, only Yuri, the treasurer, was allowed to enter the sickroom for over 100 days to report to the sick. At the time of her death, she was a Junior Third Rank treasurer.
