His childhood name was Saijumaru, and initially Tsunetoge. Since 1570, he fought in battles as a military commander of the Mori clan alongside his brother Motonaga. In 1582, peace was made between Mori Terumoto and Hashiba (Toyotomi) Hideyoshi, and the following year he went to Kyoto as a hostage. However, Motoharu died in 1581, and Motonaga the following year, and according to his brother's will, he inherited the Yoshikawa clan. In 1586, by order of Hideyoshi, he was given 140,000 koku of land in the four provinces of Hoki, Izumo, Oki, and Aki, and made his castle in Tomita, Izumo. When Hideyoshi invaded Korea, he served with distinction in both the Bunroku and Keicho campaigns. In the Battle of Sekigahara in 1600, he secretly sent a letter of intent to the Tokugawa clan to prevent Terumoto from joining the side of Ishida Mitsunari, and after the war he worked hard to ensure the survival of the Mori clan. The following year, he was given 30,000 koku in both Suokuka and Kumage counties, and moved to Iwakuni.
