The Treasurer's Office was established within the Ministry of Finance as a government accounting agency (1869), which was later changed to the Treasury Bureau (1871), the Treasury Bureau (1877), and the Treasury Bureau (1886). Even under this system, the handling of national treasury funds was outsourced to the private sector, and the outsourced institutions were private exchange businesses until 1872, and the First National Bank and others thereafter, but after the Bank of Japan was established in 1883, the bank became the sole entrusted institution. …

…　明治初年から1890年10月までは，国がみずから国庫金の出納保管を行う〈国有金庫制度〉がとられた。政府部内の出納機関として，大蔵省内に出納司が設けられ(1869)，その後出納寮(1871)，出納局(1877)，金庫局(1886)と移り変わった。この制度下においても，国庫金の取扱いを民間に委託しており，委託先機関は，1872年までは民間の為替業者，その後は第一国立銀行等であったが，83年に日本銀行が創設されて以降は，もっぱら同行が委託機関とされた。…
