…After the Second World War, in Japan, residents were required to sell all foreign currency (foreign exchange) they acquired to the monetary authorities through exchange banks. However, from June 1952, foreign exchange banks were allowed to hold foreign currency, and from January 1956, trading companies, etc., and from April 1960, transportation companies, insurance companies, and securities companies were allowed to hold foreign currency deposits for their international business needs. It was from 1978 that all residents, including individuals, were allowed to hold foreign currency deposits. Under this "Resident Foreign Currency Deposit General Account" system, foreign currency deposits could be opened freely at one foreign exchange handling branch of a Japanese exchange bank, up to a limit of 3 million yen. Under the new "Foreign Exchange Law" (Foreign Exchange and Foreign Trade Control Law) that came into effect in December 1980 (promulgated in December 1979), residents were free to hold foreign currency deposits in domestic exchange banks during normal times, regardless of the amount (however, withdrawals were limited to those for legitimate payments). …
