…On March 1, 1906, the three Tokyo City Railways, Tokyo Electric Railway, and Tokyo Electric Railway submitted an application to the prefectural governor and the superintendent general of the Metropolitan Police to raise the fare from a flat 3 sen each to a flat 5 sen for all three companies. The Japan Socialist Party, which had just been founded, began an opposition movement together with the National Socialist Party, holding speeches and citizen meetings and distributing leaflets, in order to expand its influence. Liberals such as Daikichirō Tagawa and ordinary citizens joined the movement, and it gained momentum. On March 15, the demonstration turned into a riot, and ten Japan Socialist Party members, including Mitsujirō Nishikawa, were arrested for assembling a violent group (confirmed guilty in 1908), while the Minister of the Interior also rejected the application, and the movement temporarily calmed down. …
