A Confucian scholar of the late Edo period. A samurai of the Mito Domain in Hitachi Province (Ibaraki Prefecture). His pen name was Kosei, his common name was Ryosuke, and his pen name was Sessai or Unryu. He studied under Tachihara Suiken, and was employed by the Shokokan in 1794, and edited there in 1802. He became president of the Shokokan in 1823, and encouraged the staff to edit the Dai Nihonshi and promote the work of jogi. He resigned as president in 1830, and later served as shoinban, tsuji, and head page. He advocated for political reform to restore the shogunate-han system, which had reached a deadlock, and spoke of the urgent need to train human resources and to improve academic education. This was accepted by the lord of the domain, Tokugawa Nariaki, and bore fruit in 1849 with the opening of the domain school, Kodokan. In the 11th year of the previous year, he was appointed head professor at the domain school, Kodokan. He was an accomplished historian, and his writing was praised as the best in the Mito domain. His books include "A Summary of the Imperial History," "A Summary of the Imperial History Continued," "Meicho-roku," and "Bun'en Idan." "A Summary of the Imperial History" was widely read as a concise summary of the history of Japan. He is buried in the Tokiwa Public Cemetery in Mito City.

江戸後期の儒学者。常陸国(茨城県)水戸藩士。字は子世,通称は量介,拙斎また雲竜と号した。立原翠軒の門に学び,寛政6(1794)年彰考館雇,享和2(1802)年同館編修。文政6(1823)年彰考館総裁となり,館員を督励して『大日本史』の校訂と上木の作業を促進した。天保1(1830)年総裁を辞任,のち書院番,通事,小姓頭を歴任。行き詰まりをみせる幕藩体制立て直しのため改革政治を主張,人材養成の急務を説き,学問教育の充実を訴えた。これは藩主徳川斉昭の容れるところとなり,天保12年藩校弘道館の開校として結実する。これより先11年藩校弘道館の教授頭取に任命される。史学に長じ,文章は水戸藩随一と評された。著書に『皇朝史略』『続皇朝史略』『明徴録』『文苑遺談』などがある。『皇朝史略』は要領よくまとめられた日本通史として,広く読まれた。墓は水戸市内の常磐共有墓地にある。
