[Current situation and issues]
Excavations are carried out with the aim of clearly identifying the problems to be solved and the hypotheses to be verified, and then resolving and verifying those problems. However, currently in Japan, this type of excavation is limited to around 200 cases per year, with the vast majority being so-called administrative excavations, which are estimated to number in the thousands per year. Administrative excavations are carried out when ruins are in danger of being destroyed by land development activities such as road or housing construction, with the aim of recovering all information that would otherwise be lost by conducting pre-excavation surveys from the ruins.

 発掘調査は,それによって解決すべき問題,検証すべき仮説を明確に把握し,その解決と検証を目ざして実施するものである。しかし,現在日本では,この種の発掘調査は年間200件前後に限られ,圧倒的に多いのは年間数千件に及ぶと推定される,いわゆる行政発掘調査である。行政発掘調査は,道路や住宅の建設など各種の国土開発行為によって遺跡が破壊される事態が生じたとき,事前に発掘調査することによって,失われるすべての情報をその遺跡から回収することを目的として実施されるものである。…
