Although it can refer to legislation made by administrative power in general, it usually refers to orders that do not have the nature of laws and regulations that administrative power establishes in the form of legal provisions. Administrative regulations in this latter sense are also called administrative orders, and are opposed to legal orders. Examples include orders regarding the allocation of administrative affairs and the management of physical facilities, and orders that bind only those who are subject to special power relationships (special legal relationships). These are things that can be established as the natural power of administrative power without the authorization of law, and are usually established in the form of notices, instructions, circulars, directives, and designations (National Administrative Organization Act, 14), and generally, acts that violate them are not automatically prevented from having their effectiveness prevented.
