...The Broadcast Law stipulates that NHK "in editing domestic broadcasting programs... shall include cultural or educational programs, as well as news and entertainment programs, and shall maintain harmony between the broadcasting programs" (Article 44, Paragraph 4), and this provision also applies mutatis mutandis to commercial broadcasting stations (Article 51). With regard to educational and cultural programs of commercial television stations, Japan Educational Television, which received a provisional license in February 1957 as an educational specialty station, was required to have at least 53% educational programs and at least 30% cultural programs, and in October of the same year, three quasi-educational specialty stations (Yomiuri Television, Mainichi Broadcasting System, Sapporo Television Broadcasting) that also had provisional licenses were required to have at least 50% educational and cultural programs. At the same time, general television stations that received provisional licenses were also required to have at least 30% educational and cultural programs.
