…The English side has port cities such as Dover and Folkestone, while the French side has Calais and Boulogne-sur-Mer, which function as ports of communication. The first person to swim across the Channel was Captain Matthew Webb (1848-1883) in 1875. Plans for an undersea tunnel have been discussed many times since 1856, but in 1987, construction of the privately run Eurotunnel, a railway-only tunnel, began in earnest under the Channel Tunnel Agreement of 1984.
