A type of open voting system that requires voters to write their name on the ballot. In Japan, this method was established in the 1889 House of Representatives Election Act, but was abolished in 1900. Since a written ballot generally undermines the freedom of voting, a secret ballot is now used. However, in both Houses of the Diet, a written ballot is used for voting on bills and for voting to nominate the Prime Minister, in order to clarify the responsibility of each member.
