Born on February 7, 1886. In 1946, he was promoted from lawyer to Prosecutor General. He was Minister of Justice in the first and third Yoshida Cabinets, the first Director-General of the National Safety Agency in 1952, and the first Director-General of the Defense Agency in 1954. He promoted the establishment of security legislation and advocated rearmament. In 1951, he became President of the First Tokyo Bar Association, and in 1953, he became a member of the House of Councillors (elected twice, Liberal Democratic Party). He passed away on August 8, 1982, at the age of 96. He was from Nara Prefecture. He graduated from Tokyo Imperial University.
