Basic national policy outline

This is the basic national policy decided at a cabinet meeting of the second Konoe Fumimaro cabinet, which had just been formed on July 26, 1940 (Showa 15). The basic policy was to build a new order in Greater East Asia and establish a national defense system, and also to establish a new national organization and reform the parliamentary and administrative systems. While the "Outline for Dealing with the Current Situation Due to Changes in the World Situation" decided on the following July 27 by the Imperial General Headquarters-Government Liaison Conference set out a policy of advancing southward, which would involve the use of force, this national policy outline, being a cabinet decision, remained in abstract terms. However, it made clear the direction of a fundamental change in national policy, taking advantage of Germany's military victory in Europe to advance southward and conclude the Tripartite Pact, and to establish a new system at home.

1940年（昭和15）7月26日、成立直後の第二次近衛文麿(このえふみまろ)内閣の閣議で決定した基本国策の方針。大東亜新秩序の建設と、国防国家体制の確立を基本方針とし、新国民組織の確立や議会制度、行政制度の改革をも掲げていた。翌7月27日の大本営政府連絡会議決定による「世界情勢の推移に伴ふ時局処理要綱」が武力行使を伴う南方進出の方針を定めたのに対して、閣議決定の性格上この国策要綱は、抽象的な表現にとどまっている。しかしヨーロッパにおけるドイツの軍事的勝利に便乗し、外に対しては南方進出と三国同盟締結、内に対しては新体制確立という、国策の根本的転換の方向を明らかにしたものであった。
