Under the Meiji Constitution, an Imperial ordinance (Imperial Ordinance No. 39 of 1887) stipulated the duties of the Emperor's civil servants. Article 1 of the ordinance stipulated that "all civil servants shall be loyal, obedient and diligent to His Majesty the Emperor and His Government, and shall perform their duties in accordance with laws and regulations," clarifying that civil servants are servants of the Emperor, bound by a personal sense of loyalty to the Emperor as the supreme holder of sovereignty, along with Article 10 of the Meiji Constitution, which stipulates the Emperor's prerogative to organize and appoint officials. It was abolished in July 1948 (Showa 23) when the National Civil Service Act came into effect.
