Civil servant service discipline

Japanese: 官吏服務紀律 - かんりふくむきりつ

Under the Meiji Constitution, an Imperial ordinance (Imperial Ordinance No. 39 of 1887) stipulated the duties of the Emperor's civil servants. Article 1 of the ordinance stipulated that "all civil servants shall be loyal, obedient and diligent to His Majesty the Emperor and His Government, and shall perform their duties in accordance with laws and regulations," clarifying that civil servants are servants of the Emperor, bound by a personal sense of loyalty to the Emperor as the supreme holder of sovereignty, along with Article 10 of the Meiji Constitution, which stipulates the Emperor's prerogative to organize and appoint officials. It was abolished in July 1948 (Showa 23) when the National Civil Service Act came into effect.

明治憲法下において、天皇の官吏の服務義務を定めた勅令（明治20年勅令39号）。その第1条は、「凡(およ)ソ官吏ハ天皇陛下及天皇陛下ノ政府ニ対シ忠順勤勉ヲ主トシ法律命令ニ従ヒ各其(その)職務ヲスヘシ」と規定し、官吏が統治権総攬(そうらん)者としての天皇への人的な忠誠観念によって義務づけられた天皇の使用人であることを、明治憲法第10条の天皇の官制大権・任官大権の規定とともに明示した。1948年（昭和23）7月、国家公務員施行により廃止。
