The Central Council for Education's June 1971 report, "On Basic Measures for the Comprehensive Expansion and Improvement of School Education in the Future," was issued as a summary of the above requests and reports, and presented a reform plan for all school education from early childhood education to graduate school. The school reform based on this was described as the "third education reform" following the promulgation of the "School System" and the reforms after the defeat in the war. …
