...This project was incorporated into the charitable relief project by the Ministry of Home Affairs (later the Ministry of Health and Welfare) under the Emperor System, based on the principle of equality for all babies. There were permanent and temporary daycare centers, the latter of which included regular temporary daycare centers such as those for busy farming seasons (seasonal daycare centers) and irregular ones. The Kindergarten Act of 1926 stipulated that children under the age of three could be admitted to daycare centers in special circumstances.
