…The land ownership system in Japan was established by the Dajokan Proclamation No. 50 of 1872 (Meiji 5). In terms of the legal structure of the state as the owner of land, the Dajokan Proclamation of 1873, "Land Name Discrimination," used the concept of government land, and in 1990, the "Regulations for the Handling of Government Land," and the "Regulations for the Management of Government Property," which were established at the same time, made land "owned by the state" government property. The concept of government land was first seen in the "Hokkaido National Undeveloped Land Disposal Law" of 1997, and in 1999, the "National Forest Law" and the "National Land, Forest, and Wilderness Return Law" were enacted, and the "Matters Concerning the Disposal of Lands on Riverbeds Where Public Use Has Been Abolished" (Imperial Ordinance) used the concept of government land in relation to the treatment of abandoned riverbeds. …
