…The rule was that officials of the Left and Right Monarchs would hold multiple posts by "imperial edict of the messenger", and the Kōnin Left and Right Monarchs' Code stipulated that the quota was one official, one minister, and five fire chiefs for each side, while the Jōgan and Engishiki increased the number to one assistant, one general, one officer, one sergeant, one minister, and nine fire chiefs for each side, and in 834 (Jowa 1) a betto was established. The fire chiefs were made up of the head of the supervision (kadono-osa), the chief planner, and the official attendants, and although not shown in the Code, there were subordinates called Shimobe under the fire chiefs. The quota for assistants remained at one for each side even in later periods, as per the Code, but the number of officials below the general rank was increased as needed. …
