…The growing attacks on the government by the clan faction led to the political upheaval of 1881. Kuroda Kiyotaka, the Commissioner of Colonization, tried to sell off and have the Hokkaido Development Agency's various government-run businesses succeeded by the Hokkaisha, which was formed by the Hokkaido Development Agency's officials, and the Kansai Trading Company, which was established by Kansai political businessman Godai Tomoatsu, who was from Kagoshima. The government accepted Kuroda's request on August 1. The properties to be sold included most of the government ships, warehouses, factories, and mines, except for the Horonai coal mine and the railroad, which were under construction at the time, and were sold for an exceptionally reasonable amount of just over 387,000 yen, with 30 years of interest-free installments. This sparked intense indignation, as it was seen as an indiscretion of government property by bureaucrats and political merchants from the Satsuma faction in collusion. …
