…In 1853 (Kaei 6), immediately after Perry's fleet arrived in Uraga, the shogunate lifted the ban on building large ships that had been in place since the isolationist period, ordered the Mito domain to open the Ishikawajima Shipyard, and began organizing a navy. They also made an effort to purchase warships from Western countries, including the Netherlands, and in 1855 (Ansei 2), they acquired Japan's first Western-style warship, the Kanko Maru, from the Netherlands. Over the next 15 years, they owned 45 Western-style ships. In order to establish a navy, the shogunate opened a naval training school in Nagasaki in 1855, a warship instruction school (later a warship training school) in Edo in 1857, and a naval training school in Hyogo in 1863 (Bunkyu 3), where they gathered and trained shogunate officials and samurai from each domain. …

…Towards the end of the Edo period, stimulated by the arrival of foreign ships, this ban was lifted. The first Western-style warship was the steel steamship Kanko Maru, donated by the Netherlands in 1855 (Ansei 2). All of the main warships during the Sino-Japanese and Russo-Japanese Wars were foreign-built, but after that, Japan's shipbuilding technology made great strides, and cruisers and destroyers were built domestically one after another. In 1914-15, Japan succeeded in building three sister ships of the British-built battlecruiser Kongo (27,500 tons, eight 36 cm guns). …
