Environmental Impact Assessment

Also known as an environmental assessment, prior to the implementation of regional development or various business plans, if there is a risk that the development will have a significant impact on the natural environment and the local area, thorough research, predictions and evaluations are carried out in advance, the results are made public and consultations are held with local residents and others, and environmental conservation measures based on the evaluation are taken. The purpose of this is to prevent and reduce the adverse effects of development activities and to conserve the environment, including preventing environmental destruction. In Japan, the Environmental Impact Assessment Act (Environmental Assessment Act) was enacted and put into effect in 1999, covering 13 projects such as dams, roads, airports and power plants.

環境アセスメントともいう．地域開発や各種事業計画の実施に先立ち，その開発行為が自然環境および地域にいちじるしい影響を及ぼすおそれがある場合，事前に十分な調査，予測および評価を行い，その結果を公表して地域住民などと協議するとともに，評価にもとづいた環境保全対策を講じようとするものである．環境破壊を未然に防ぐなど，開発行為の悪影響の防止，軽減，環境保全を目的に行われる．わが国では，1999年にダム，道路，空港，発電所など13事業を対象に，環境影響評価法(環境アセスメント法)が法制化され施行されている．
