Okinori Kaya

Finance Ministry bureaucrat and politician. Born in Hiroshima City. Graduated from the Faculty of Law at Tokyo Imperial University in 1917 (Taisho 6) and joined the Ministry of Finance. After serving as Director-General of the Accounting and Financial Bureaus and Vice-Minister, he became Minister of Finance in the Konoe Fumimaro Cabinet in 1937 (Showa 12). He advocated the "Kaya Three Principles of Finance and Economy" and was in charge of the wartime economy. He subsequently served as a member of the House of Peers and President of the North China Development Commission, and in 1941 returned to the position of Minister of Finance in the Tojo Hideki Cabinet. After Japan's defeat in the war, he was designated a Class A war criminal and sentenced to life imprisonment. In 1958 (Showa 33), he was formally pardoned and ran for and was elected to the House of Representatives. As Chairman of the Research Council on Foreign Relations in the Kishi Nobusuke Cabinet, he worked on the revision of the Security Treaty in 1960. He served as Minister of Justice in the second and third Ikeda Hayato Cabinets. He was a hawkish elder member of the Liberal Democratic Party, and even after retiring from politics he continued to be active in organizing the Association to Protect Free Japan and serving as chairman of the Japan Association of War-Bereaved Families.

大蔵官僚、政治家。広島市生まれ。1917年(大正6)東京帝国大学法学部卒業、大蔵省に入る。主計、理財両局長、事務次官を経て、1937年(昭和12)近衛文麿(このえふみまろ)内閣蔵相となる。「賀屋財政経済三原則」を主張し、戦時経済を担当した。その後、貴族院議員、北支那(しな)開発総裁を歴任し、1941年東条英機(とうじょうひでき)内閣の蔵相に復帰。敗戦後A級戦犯に指定され、終身禁錮となる。1958年(昭和33)正式赦免され、衆議院議員に立候補し当選。岸信介(きしのぶすけ)内閣の外交調査会長として、60年安保改定に取り組む。第二次・第三次池田勇人(いけだはやと)内閣では法相を務めた。自民党内タカ派の長老で、政界引退後も「自由日本を守る会」を組織したり、日本遺族会会長として活動を続けた。
