Nakamaro's policies, such as halving the number of days of miscellaneous labor, shortening the age of taxation, and sending out missions to investigate the people, were aimed at stabilizing the people's minds, but many of them were imitations of the Tang system, as seen in the Tang-style names of officials such as the Kanjokan (Grand Council of State) and the Kunkyukan (Purple Palace), and the selection of Chinese-style posthumous names for successive emperors. Nakamaro's preference for Confucianism is also evident in his policies, such as having each household possess a copy of the Book of Filial Piety and making the Ichō Tenkun a required reading for officials. Furthermore, the implementation of the Yoro Code in 757 was aimed at honoring his grandfather Fuhito, but the same intention was also expressed in his compilation of the Fujiwara clan's family traditions and his own writing of the Kamatari Biography (Daisōkan Biography). He also proposed the compilation of an official history following the "Nihon Shoki" and compiled the "Shizokushi," which became the forerunners of the later "Shoku Nihongi" and "Shinsen Shojiroku."
