When assessing the safety of a nuclear facility, an accident that is unlikely to occur from a technical standpoint but is assumed as one of the conditions for judging the suitability of the site conditions. In accordance with the "Guidelines for the Review of Nuclear Reactor Sites and Guidelines for Judging Their Application" decided by the Atomic Energy Commission in May 1964, an accident is assumed to occur if more radioactive material is released outside than would be expected from a technical standpoint, and if some safety protection facilities are not functioning, in order to determine the required range of low-population areas and the distance between nuclear facilities and densely populated areas.

原子力施設の安全性を審査する際に，技術的見地からは起こるとは考えられないが，立地条件の適否を判断する条件の一つとして仮想する事故。 1964年5月に原子力委員会が決定した「原子炉立地審査指針及びその適用に関する判断のめやすについて」により，所要の低人口地帯の範囲および人口密集地帯から原子力施設までの距離を求めるために，あるいは技術的見地から起こるかもしれないと考えられる重大事故よりも多くの放射性物質が外に放出されると，また安全防護施設のいくつかが働かないと仮定して放射性物質の拡大を仮想する。
