The Mobutu regime promulgated a new constitution in 1967, inaugurating the Second Republic, which abolished the bicameral system and replaced it with a unicameral system, and also stipulated the adoption of a two-party system. Based on this provision, the ruling party of the Mobutu regime, the Revolutionary Popular Movement (MPR), was established, but a second party was not permitted, and a constitutional amendment in 1970 established the MPR's one-party rule in both name and reality. The MPR was a pro-Mobutu regime party whose base included labor unions, women's groups, and youth groups, and was granted legal status as a state institution in 1970.
