Legal term. Article 3, item 3 of the Atomic Energy Basic Law enacted in 1955 states that "nuclear source material means uranium ore, thorium ore, and other materials that are the raw materials for nuclear fuel materials, as specified by government ordinance." Article 61, item 2 of the Law Concerning the Regulation of Nuclear Source Material, Nuclear Fuel Material, and Atomic Reactors enacted in 1957 states that "other than those whose radioactivity concentration or the amount of uranium or thorium contained does not exceed the limit set by government ordinance, the Minister of Education, Culture, Sports, Science and Technology must be notified in advance when they are used." The limit is set by Article 39 of the Enforcement Order of the Law Concerning the Regulation of Nuclear Source Material, Nuclear Fuel Material, and Atomic Reactors, which states that "The radioactivity concentration shall be 74 becquerels per gram (370 becquerels per gram for solid nuclear source material), and the amount of uranium or thorium shall be the amount obtained by multiplying the amount of uranium by 3, or the amount of thorium, or the total amount of these, which is 900 grams." Violation of this law is punishable by a fine of up to 500,000 yen (Article 79 of the Law). The International Atomic Energy Agency's "International Basic Safety Standards" published in 1996 set an international exemption level of 1 x 104 Bq or less, which corresponds to 1 g for uranium and 3 g for thorium, and studies are currently underway to expand the scope of regulations in accordance with this value. 法律用語.昭和30年制定の原子力基本法第3条第3号に「核原料物質とは,ウラン鉱,トリウム鉱その他核燃料物質の原料となる物質であって,政令で定めるものをいう」とある.昭和32年制定の核原料物質,核燃料物質及び原子炉の規制に関する法律第61条の2によれば,「放射能濃度または含有するウラン若しくはトリウムの数量が政令で定める限度を超えないもの以外は,使用する場合,あらかじめ文部科学大臣に届け出なければならない」とされている.限度は核原料物質,核燃料物質及び原子炉の規制に関する法律施行令第39条で,「放射能濃度については74ベクレル毎グラム(固体状の核原料物質にあっては,370ベクレル毎グラム)とし,ウランまたはトリウムの数量については,ウラン量に3を乗じて得られる数量若しくは,トリウムの量又はこれらを合計した数量で900グラムとする」となっていて,違反すると,50万円以下の罰金(法律第79条)に処せられる.国際原子力機関が1996年に刊行した「国際基本安全基準」は,国際免除レベルとして,1×104 Bq 以下を提示しており,これをウランに当てはめると1 g,トリウムでは3 g に相当し,この値に準拠して規制対象を広げる検討が進められている. 出典 森北出版「化学辞典(第2版)」化学辞典 第2版について 情報 |
