…The majority of the numerous treaties and declarations adopted at the two Hague Peace Conferences in 1899 and 1907 concerned the laws of warfare and neutrality, such as the Convention on the Laws and Customs of War on Land and the Convention on the Rights and Duties of Neutral Powers in Case of Naval Warfare. The motivation behind the development and codification of international law in wartime was that in wars between Western civilized nations, it was deemed appropriate and possible to regulate hostilities and to provide a certain degree of protection for wounded, sick, and prisoners of war, based on humanitarian as well as military requirements.
