…a resolution opposing the Alien and Sedition Acts enacted by the United States Congress in June and July 1798. The Federalists, who were in power at the time, had many foreign-born newspaper and magazine editors among their supporters who were critical of the Federalist Party, so they enacted the Alien and Sedition Acts in time for the 1800 presidential election in order to suppress criticism of the government.

During this time, the Alien and Sedition Acts were enacted to regulate anti-government activities in the wake of the deterioration of relations with France, but he wrote an anonymous document criticizing them, and Republican supporters in Kentucky succeeded in getting it adopted as an official statement (Kentucky-Virginia Resolutions). In the 1800 presidential election, the Republicans won, and he was elected president. In his inaugural address, he stated that America was “the best hope of mankind.” …
