A basic law aimed at preventing ship collisions and ensuring the safety of maritime traffic. At the International Maritime Congress in 1889, the International Regulations for Preventing Collisions at Sea were ratified so that each country could enact domestic laws to enable ships of different nationalities to navigate safely under common rules. Based on this, Japan also promulgated the Act on Preventing Collisions at Sea in 1892 (Law No. 5 of 1892). Since then, it has been amended several times to meet the needs of the times. The current law was promulgated in 1977 (Showa 52) in accordance with the international regulations of 1972, stipulating the necessary matters regarding navigational laws that ships must observe, lights and shapes that they must display, and signals, etc. It was partially amended on June 1, 1983, based on an international treaty.
