...A law (promulgated in 1948) enacted for the purpose of ensuring the safety and order of ship traffic within ports. The old Open Port Regulations (imperial ordinance promulgated in 1898), which existed before the enactment of this law, only covered open ports and included provisions on customs and quarantine affairs, whereas this law purifies the content into provisions from the viewpoint of traffic police and expands its scope of application to ports in general, including ports that are not open. The ports and their areas that are subject to the law are to be determined by government ordinance (the Enforcement Order of the Port Regulations Law), and as of 1997, there are over 500 such ports. *Some of the terms mentioned in the "Open Port Regulations" are explained below.
