According to this law, permission from the prefectural governor is required to excavate land for the purpose of bringing out hot spring water, or to provide hot spring water for public bathing or drinking, and the prefectural governor may not grant permission or revoke the permission in certain cases from the standpoint of public health or other public interest. ...
