Wholesale Market Law - Wholesale Market Information
Law No. 35 of 1971. The purpose of this law is to ensure the establishment and proper and sound operation of markets for the wholesale of fresh foods such as vegetables, fruits, fish, and meat, in order to improve the fairness of transactions and facilitate production and distribution. Wholesale markets are divided into central wholesale markets and local wholesale markets. Central wholesale markets are opened by local governments with the approval of the Minister of Agriculture, Forestry and Fisheries (Articles 7 and 8), and local wholesale markets with the permission of the prefectural governor (Article 55). Wholesale transactions at markets are generally conducted by auction or bidding (especially for fruits and vegetables) (Articles 34 and 62), but can also be conducted by purchasing or negotiated transactions.
