All Romance Incident

...In 1951, the All Japan Buraku Liberation Council was organized by the Buraku Liberation Committee and local government officials involved in Buraku Liberation. In the same year, a Kyoto city official published a discriminatory novel about a region in the city in the magazine All Romance, triggering a struggle against discrimination. The Buraku Liberation Committee proposed a policy of administrative struggle, urging local governments to make a qualitative change in Buraku administration, claiming that administrative stagnation and negligence were contributing to Buraku discrimination. Furthermore, from 1957, local governments and democratic organizations came together, centering on the Buraku Liberation League (which was renamed the Buraku Liberation Committee in 1955), to launch a movement to request the establishment of a national Buraku liberation policy.

The "All Romance Incident" in Kyoto City, which also occurred in 1951, was a significant incident that determined the direction of the postwar Buraku Liberation Movement. It began when activists from the Buraku Liberation League Kyoto Prefecture Federation noticed that a "scandal novel, Special Buraku" written by a Kyoto city employee and published in the October issue of the magazine "All Romance" that year was a blatant display of discriminatory attitudes toward Burakumin.
